have a look at the dbz(3) and makedbz(8) man pages that come with inn.
also, from a glance at the web site, they have lots of docs up there and
mailing lists. maybe better to ask inn questions on inn mailing lists?

the openssl headers are installed in /usr/include/openssl, with
/usr/include/ssl linked to there, as documented in hier(7). though i
guess 3.3 was the other way round (headers in /usr/include/ssl, with
/usr/include/openssl linked to it).
