dbz(3) is a simple database library that ships with INN.  makedbz(1)
is included.

The only potential alternative is Diablo, which I don't know.
CNews+NNTP was obsoleted by INN more than a decade ago, DNews is
commercial.

Not sure what "non domain distant users" are.  You can use
password-based access control.  INN's readers.conf(5) man page is
rather extensive.
