[OTmaybe] seek some developers help in obsd's code

hi all,

I recently began to study some code out of obsd sources.
more specifically I examine /usr/src/usr.bin/tip/*.

it makes a lot of use of 'capability database access routines'.
I already read GETCAP(3) but it is yet unclear to me, what these
functions do. could anybody explain where to use them?
