mixerctl -a 

will show you the current values of your volume settings
you will notice that "outputs.master=128,128
set that to a lower value such as

mixerctl -w outputs.master=64,64

be sure to read man pages for: mixerctl, audioctl, sysctl
and run: apropos sound

also you will probably want to add a mixerctl line or two to your
/etc/rc.local  so that those volume controls will be ran on bootup
otherwise they will default back to the loud settings.
