dumb ftpd question

I am trying to create a directory under ftp. I get the following:

MKD hi
550 Requested action not taken

Why is this not working? I have tried this under multiple accounts. I
have created new accounts and gotten the same thing. I have tried this
with ftpd running under inetd, or -D, or -1DU. I have tried it from
multiple networks and multiple computers. I have tried it chrooted.

What's the deal?
