On OpenBSD 3.3 or 3.4 (preferred), "man -k pop"

This is far less an OpenBSD question than a unix question.
So "You'd set it up about the same as you would on Solaris,
AIX, HP-UP, Linux, FreeBSD, NextStep, OSF/1, CrayOS or Irix."
