What part of "as long as you follow a few simple rules" is unclear?

Read the license (the "simple rules") in the files you wish to use. 
It is in there.

PLEASE, search the archives, the amount of work we go through (and the
amount of explaination we go through) to make this *so simple* is
pretty substantial.  See this mail list, last week or two.

The one thing that probably isn't spelled out as clearly as it could
be, though common sense should make it clear, is don't make your own
release and then expect to rely on the OpenBSD support structures. 
That's not our idea of fun.  We'll work hard to make it not fun for
you, too. 8)
