Place of sshd in rc

Recently I rebooted a headless server and tried to ssh into it. It 
wouldn't answer for a long time and I panicked. I ended up attaching a 
keyboard and monitor and rebooting the computer, just to find out that 
it had lost Internet connection and it was waiting for spamd to 
timeout. It turns out that sshd is just about the last deamon in rc. 
I'm wandering why it is done that way. My gut reaction was to move sshd 
up just before sendmail. Am I missing something here? Is there a good 
reason sshd is deferred to after the rest of deamons are started?
