You got the answers from the developers.
If you still like to use ISDN with OpenBSD you could try
a patch for OpenBSD-current. No warranty that it will work.

ISDN was never included in OpenBSD. The patch is extracted
from MirBSD. Please don't ask any questions related to this patch
