Nothing beats pf. To monitor account, might I suggest argus [1]?

I know it doesn't exactly answer your question, but you might find
it to be useful; we monitor high capacity links with argus and it
works perfectly under OpenBSD. It's also our #1 security response
tool that helps us find about 95% of problems on a very large
network.
