Going from x.y-release to x.y-stable does not change any of the APIs or
functionality of the system (at least, normally. I'll leave my self an
escape clause in case something really bizzare happens someday).
SO, the issues about why we must normally keep everything in sync don't
really exist -- the pkg format doesn't change, the binary compatability
doesn't change, etc.
In short: you are correct.
