That's not the real question, though.
The problem is that adduser(8)'s behavior is not *documented*,
long-standing or not.
This is the closest adduser(8) comes to explaining the behavior:
1. Add the appropriate entries to the password and group
files
Is that insufficient for someone fairly new to Unix? Maybe.
