The link to the ctm.html file dissapeared in a commit about two and a
half months ago (1.475 --> 1.476, "make fine again for 1024x768; ok
nick saad"). The ctm.html HTML file is still there and you just have
to add it at the end of "http://www.openbsd.org/" to see it.
At least one of the FTP sites mentioned on that page seems to contain something.
I'm not a CTM user myself, so I can't really say anything more about this.
