breakage in accton in -current

Seems something broke in turning on process accounting in a fairly recent
-current pull (circa 3rd week of Feb). Whereas previous versions had no trouble
dealing with an accounting file (/var/account/acct) tagged system append, the
new one does. The error is "accton: Operation not permitted". What is accton
doing that's is new and apparently in violation of the sappnd flag? It's not
trying to rewind the file or truncate, is it?
