mbufs (i.e. headers) ARE dynamic. But mbuf clusters are not, there's
still a special memory management for them. They are allocated dynamically
(I suppose by some vm_alloc* in a kernel submap), but aren't deallocated
thereafter, and there's a special upper bound on that allocation. That
upper bound is increased with option GATEWAY. I don't remember why that
is (still) so, though.
