Allowing Relays?

I am having trouble trying to figure out how to allow SMTP relaying from
my OpenBSD mail server on my network.

The IP range 192.168.1.X are handed out by DHCP to my clients and they
should be allowed to send outbound internet mail.

My stock installation of OpenBSD 2.2 looks like it's running tcpd, and
after reading the man paged for it, I should have an open system if no
/etc/hosts.allow or /etc/hosts.deny exist, correct?
