Hum.  From /usr/share/bsd.README:

SUDO            Command to run when doing "make install" portion of
                "make build".  If set to sudo, this allows one to run
                "make build" as a user other than root (assuming sudo
                is setup for that user).

That seems to suggest it is possible.
