I'd agree with the above; I think the default should be changed.
It's one of the things I have to remember to do on a Solaris box.  I
comment out these lines in the file:

/usr/dt/config/Xaccess

to stop Solaris's dtlogin program responding to plaintive cries for
help from X-terminals.
