make READMES broken in 2.8-release ?

Having extracted the 2.8-release ports tarball from the ftp site, and
then attempting to do "make readmes", I get this error for every port:

    make: don't know how to make package-path.  Stop

Which ordinarily would tell me it's time to update my infrastructure
directory, but this is the 2.8-release tarball on a 2.8-release system -
which was actually, presumably.

Therefore, the question becomes: what am I doing wrong?
