ARCH -> MACHINE_ARCH p5-* cleanup

I think I have replaced all uses of ${ARCH} by ${MACHINE_ARCH} in
our p5-* ports, both in Makefile and PLIST files, with NEED_VERSION
bumps where necessary.  I have also merged those changes back into
ports-stable.

I may have missed a few or changed something by mistake, so
maintainers might want to check their Perl ports.
