update ispell port

hi,

I've updated the ispell port, mostly cleaning up and adding swedish.
please test and give me feedback.

the encoding of 8-bit characters in the german dictionary is strange
and seems to be done using two differen methods, prefix and suffix
notation of the national characters. I need advise on which to choose
primary as I guess this will screw things up.
