No, it's not. Various bugs have been fixed. It won't work in 2.9.
A short list of things I'm aware of:
- the elf linker had various bugs. Most ports won't build on ppc,
- bugs in m4,
- bugs in ksh,
- misc. include file changes,
- sysctl interface changes.
Some ports will build. Some may even work. But you're mostly on your own.
