Update: pwm

Hello,

Andrey Smagin (current pwm maintainer) doesn't have time for pwm anymore
and he agreed to relinquish the maintainership. Unless somebody badly
wants to maintain pwm, I can take it.

Attached patch includes these changes:
- update to pwm-20030528
- DESCR update from Andrey
- sprintf replaced with snprintf (patches sent to the pwm author)

I tested the port on i386-current.
