The problem, I believe, is getting the PERMIT_* flags wrong due to sloppy
porters, and the bad consequences of including these license violations
on OpenBSD CDs. Or perhaps the porters weren't sloppy ... I find
some licenses very difficult to read.

Perhaps if you dislike the idea, you'll volunteer to help go through 2200
or so ports to make sure all the license files are correct.
If we all do a bit, it won't be too hard ...
