tcl/tk 8.4: a start, help requested ...

attached a first pass (but it seems to work) tcl 8.4 port and a tk 8.4
port that has me stuck. its barfing on final lib linking due to -rpath
stuff, so i wonder if i'm out of date on some stuff.

anyhow, i think we should try and get tcl/tk 8.4 into the tree asap, and
i'm a little remiss since i only hacked on this briefly here and there. i
use a lot of tcl and am finding a few things that requie 8.4.
