I prefer keeping the xemacs-sumo package around, but up-to-date.  I can
easily maintain (or help with) that and xemacs since I'm a user, but since
there is already a maintainer I'll leave that decision up to him.  I've
never been a fan of installing xemacs packages through xemacs, but that's
just me.
