php development kit

Hi

To install some PEAR Packages I have to use phpize and the php 
development tools. Now I have a normal PHP installation from the ports 
tree and how can I install the php development tools?

Do I have to install them?

I could not find any part of the Makefiles that configures development 
or tools and I could not make out how to install them separatly in
/usr/local/lib/php/build where phpize searches them.
