Did anyone look-at/test the apmhalt sysctl patches?

Did anyone look at or try the apmhalt sysctl patches I posted a while
back.   Is it OK to commit the changes?

Reminder: the patches add an i386 sysctl that skips a call to
apm_set_powstate which is required by most systems, but causes
halt -p to fail on others.   Works fine on my i386 systems, one
of which needs the work-around for proper operation.
