Not to mention, ARP requests are broadcasts, everyone sees them.  When a
host broadcasts an ARP request, your machine caches the triplet
<protocol type, sender protocol address, sender hardware address> as
specified in RFC 826 and RFC 1122.  This is also a feature of
gratiuitous arp and a by-design mechanism to update the ARP cache of
machines on the network if somethinng on your host has changed.  In
fact, some systems send an ARP request at bootstrap purposely.

We should be happy that OpenBSD behaves this way and makes note of the
issue.
