Ah, yes... I've seen this before as well.  If you just add the VPN adapter
through the Network control panel it doesn't install enough.  Remove the VPN
adapter from the Network control panel, don't reboot yet.  Go into
Add/Remove Programs, Windows Components (Not sure of the exact name, it's
been a while since I used a Win9x box), Communication, and uncheck VPN (or
make sure it's unchecked).  Reboot.  Go back into Add/Remove and re-add VPN,
reboot.
