ppp on OpenBSD is much harder than it should be.  Someone should fix this.
It wouldn't be hard, mostly just a matter of making the defaults reasonable.

You probably want at&c1&d2 on the answer side, &d0 on the originate side,
and modem_chat (or equivalent) on the originate side.  My guess is that on
the originate side, dtr is dropping when the chat script exits.  You can
verify this with a rs232 lights box.

It would also help if you can debug each side separately against a known
good ppp.
