Absolutely; though a "real" AS is not really needed; one could use private
ASses.

Absolutely true; BGP adds a massive overhead, and one should really
understand BGP before even thinking about running that in production
scenarios. And for the task of simple load balancing it is just overkill.

Aside from that, if one _really_ needs BGP OpenBSD + Zebra gives a wonderful
router.
