Read the INSTALL.i386 (in the same directory):

               cdrom30.fs      The i386 boot and installation
                                2.88mb floppy image that contains almost all
                                OpenBSD drivers; see below.


  You would burn that to a CD (as you would a floppy) and it has ALL the
drivers in it (well,  almost all the drivers).
