Better to stop it at the management level.  I hate trying to
enforce this at the techical layer.

Publicize the policy that forbids its use.
Monitor on port 5050 for it.
Find someone using it and have them really loudly called out
on the carpet.

Hell, hire a friend for a week.  "catch him" using IM and fire him
really loudly.
