Thank you for taking a look at the problem.

The Vigor series routers are manufactured by
Draytek of Taiwan.On their web site:

http://www.draytek.com.tw/vpn_solution._4.htm

they describe how to configure their router 
to create an IPSec tunnel with Netscreen, Cisco PIX,
Zywall, Sonicwall, Checkpoint and Watchpoint
Firebox firewalls.

I have e-mailed my original message and your
response to their technical support department
to see if they have any more suggestions.
