Many thanks for the helpful offline responses.  So yes, close is only
called for the last process.

So what I want is called cloning I believe.  I'm not certain, but I
thought I heard whispers that FreeBSD has it.  What I've found in
searching though is not the same thing.  (Only for pseudo network
interfaces.)  Has anyone looked into implementing cloning on Open?

In the mean time, DTYPE_CRYPTO could possibly be used as a substitute?  It
seems to do something like that, but it's not documented and I'm having a
little trouble putting all the pieces together.

NetBSD PR/6060 has some interesting code in it.  I'll probably adapt it
slightly for now.
