Problem booting, install was fine

I'm working with a "Honeywell 486D Commercial Control Computer" that I'm
trying to get OpenBSD on.

Its a 486 SX + Math co-processor (Reported as being 486DX) running at 20MHz.

I booted the install disk, and for the most part was able to install BSD on it.

Right after it set my time zone and boot loader, it said it was making my
devices. It grinded (heavy access) the drive for a few seconds, then sat
for 20 minutes.

I restarted it and it said "Using Drive: 0 Partition: 3" and then freezes.

I booted the install disk to a shell and fsck'd the drive, fixed all the
errors, then mounted it as /disk2.

I went into /disk2/dev and typed "./MAKEDEV all" since the installer didn't
make any of the devices, but it still says "Using Drive: 0 Partition: 3"
and then freezes.

Is there a way I can install a new boot loader easily from DOS or from the
floppy25.fs image?

This is my first PC I've ever tried to get up. I've never had trouble
getting Macs running it.
