I think that the reasons he gave are part of why it is not included :-).
The CD can not include everything that everybody thinks should be
part of a standard build. My list is longer than your list :-)

Actually, you don't even need to do it once since, as was already pointed
out, it's on the 2.5 CD. Just do this as root:
cd /cd0/2.5/packages/i386 # assuming CD mounted at /cd0
ls # so you know what else is already compiled!!
pkg_add bash-2.03.tgz
