Install problem with libssl

So I'm trying out the latest pre 2.6 snapshot.

All my files are on a local disk.  When it goes to install libssl:

ftp: /libssl26.tar.gz:  Unknown host.

BTW, is this a normal fileset or is this a package?  I noticed it had
+DESCR, etc.
