tar & gzip error

I tried to install OpenBSD snapshot (Oct 22) on P120(i386).
NIC is NE2000 compatible and BNC-cabled network.
I choose to install system by FTP.
downloading *tar.gz was good, but
extracting gzips failed.

error message was
"tar: Invalid header ..(something).. Starting vaild string.. (something)"
and the end, 
"tar: failed new write..(something).."
and stoped downloading and skiped to next download.

I tried new diskettes and OpenBSD 2.5 floppy25.fs, but both failed.
