Try using the "VPN-east.conf" and "VPN-west.conf" files instead for your
templates (one on each host), modifying the IP addresses as appropriate
for your setup.

This worked straight away for me.

Turn on some debug - there can be a lot of it if you want it!  This should
do the trick:

"/sbin/isakmpd -d -D0=99 -D1=99 -D2=99 -D3=99 -D4=99 -D5=99 -D6=99 -D7=99"
