Sorry and could someone clairify

Listen everyone, I seem to have some definitions crossed.  This is the
second, or third I don't remember exactly, time I've been e-mailed with
comments that I should not post questions like I did to tech but to
misc.  Could someone please explain to me exactly what is expected with
tech & misc?  I was posting those questions to tech because I thought
that's where they needed to be.  I needed tech support.  I wasn't asking
questions like, "How does OpenBSD stack up to the rest?"  That's what I
considered misc.  Please understand that all I want to know is what
you're looking for so that I'm not stepping on everyone's toes.
