No, there's no requirement that you upgrade.

Yes, the snapshots certainly contain the security and functionality patches,
among other changes and additions.

Keep in mind that snapshots are of a work in progress.  They can't undergo the
same testing as release versions of the OS.  In particular, new features being
added might not be working entirely properly yet in a give snapshot.

That said, I've never had any problems when I've done snapshot upgrades for
lack of time to follow -current when I wanted to test something new.
