a note about ftp

Please do not ftp files directly off cvs.openbsd.org.

cvs.openbsd.org is not on a really fat internet link and hence it's
not idea for you or for the developers.

instead, use ftp.openbsd.org or one of the other suitable ftp servers.
if someone wants to (or currently runs) an ftp mirror site, please get
in touch with me and i'll explain how best to set it up...
