2.3: can't build sendmail.cf

OpenBSD/sparc 2.3.

I can't build a sendmail.cf.
In fact, I can't even build a .cf from the example .mc:

| # cd /usr/src/usr.sbin/sendmail/cf/cf
| # make openbsd-proto.cf
| rm -f openbsd-proto.cf
| (cd /usr/src/usr.sbin/sendmail/cf/cf && m4 openbsd-proto.mc >

| 
| Stop.

The generated .cf fragment ends like this:

| ##### in /usr/src/usr.sbin/sendmail/cf/cf
| ##### using ../ as configuration include directory

The initial  include(`../m4/cf.m4')  already fails.
