locale?

Hi everyone,
could anyone please say some words about nls and OpenBSD? If I say
export LANG="en_US.iso-8859-1"
(bash) and launch perl, perl says "locale not found ....". On Digital Unix
I can list all available locales with "locale -a", but I did not find a
locale command on my OpenBSD (2.3) machine. Is there a way to find out what
locales are available?
Or what must I do, to tell "htdig" and "perl" to handle umlauts as normal
characters?
