probs with libexec & libcrypt after install

Hi all,
Not new to *nix but new to OpenBSD. I saw that! No wincing!
We've just installed a couple OBSD boxes and one seems to have gotten something messed up during installation or afterboot.
When I go to start either apache or try to ssh from the command line I get the following errors:
/usr/libexec/ld.so: httpd: libcrypto.so.2.2: Invalid argument
Same error for each program.
I had a look at my pkg_info and found it says:
pkg_info: can't find package `ssl-2.7-intl' installed or in a file!
I thought perhaps something funky happened when I (thought I had) installed the ssl pkg so I decided to remove it or what I could of it but:
pkg_delete: no such package 'ssl-2.7-intl' installed
Hmmm... I looked around for wherever it's storing it list of supposedly installed packages, but this one isn't listed in /var/db/pkg, and a find on the system turned up nothing I could see, and the man pages don't tell you where it's getting it's information, so that's where I"m stumped.
It's a relatively new install on a non-production machine (yet) so I could just do another installation but I rather know to fix the prob than cover it up with another installation.
Any help and clue are appreciated.
