If you run YP, and can make sure your users never log on the YP
server, you can simply use
  yppasswdd -nogecos
on the YP server...

If this solution is not feasible, then you've just found one code idea
for rainy days (hint : you might add a keyword in passwd.conf(5) for
this, and change passwd(1) behaviour).
