If you have a normal OpenBSD system with a swap partition on b, then it is automatically used. You don't have to turn swap on to use it--it happens at boot time.
I just did a swapon /dev/wd0b command and got a device busy, so I'll bet thats your problem.

Hi,
I'm using OpenBSD 2.7 in a Intel machine.
The swap is unavailable and when I try to start it with swapon /dev/sd0b, I got the following error:
swapon: /dev/sd0b: Device busy
What should I do to use the swap?
