Try www.openlysecure.org it has alot of what you are asking and is a very
infomative site. Also search for ISBN 0-471-35366-3 Building Linux and
OpenBSD Firewalls. It is a very good book for the beginner.

Subject: firewall with OpenBSD
Hi all,
I want to build a firewall for my school's network. Could anyone give me
any links on how to implement the following features:
-packet filtering with ipfilter - advanced
-intrusion detection system
-NAT
- maybe dynamic routing
I want to do it with Open BSD of course.
Thanks in advance!
Mike
